Performance Evaluation of Kigugu Irrigation Structures

Abstract
This study assessed the condition and functionality of the Kigugu Irrigation Scheme in Tanzania, chosen due to its unique status as a previously rehabilitated system lacking comprehensive evaluation. Through farmer interviews, visual inspections, and maintenance record reviews, quantitative metrics were employed to evaluate physical integrity, reliability, and maintenance correlations. Results indicate commendable operational functionality (85.7% operational structures), alongside challenges such as non-operational structures and water losses, necessitating targeted attention. Key indices including a overall poor structure index (11.9%), overall reliability index (86.47%), overall maintenance effectiveness (26.85%), and farmer satisfaction (26.85%) underscore areas for improvement. Positive community engagement and ongoing rehabilitation efforts were noted, with identified areas for enhancement spanning infrastructure quality, maintenance, beneficiary participation, and water-saving technologies. A strong correlation (0.969) between commanded area and yields underscores the importance of well-designed irrigation systems. Recommendations encompass targeted maintenance, water loss mitigation, community engagement, and optimization efforts for enhanced functionality and sustainability of the Kigugu Irrigation System.
